Non-Refundable Boots is a diamond boots class-loot reward in The Goblin Kingdom, available through the city-themed Grand Goblins. It belongs to the shared class-selected equipment table, not to an independent percentage-based unique-drop roll.
The item carries its own goblin story: The merchant made the fasteners difficult to open after several returns. The last customer returned the merchant instead. "Policy very clear. Customer very strong." – City Goblin

Class Loot
Non-Refundable Boots is class loot. It has no fixed stats: its enchantments are rolled every time it drops, so no two copies are exactly alike, and harder difficulties allow higher enchantment levels. When a mob drops class loot, each player who wins the drop roll gets one item from that mob’s class loot pool, weighted toward their class.
Is It Worth It?
Non-Refundable Boots is one of the class-based diamond boots options from the city Grand Goblins. It is a way to obtain the relevant equipment slot, but there is no fixed enchantment or effect on this specific class-loot entry to justify promising a particular combat bonus.
The choice is class-dependent, so hunting one Grand Goblin rather than another in this shared table does not establish a better individual-item rate. The dungeon supports Easy, Medium, and Hard modes.
Is It Worth It
Because class loot is rolled on every drop, Non-Refundable Boots is only as good as the enchantments your copy gets. Harder difficulties allow higher enchantment levels, so compare each drop with what you already have.
