Enforcement Cap is a diamond helmet class-loot reward from The Goblin Kingdom, a realm with Easy, Medium, and Hard difficulties. It belongs to the shared city loot table used by seven Grand Goblins, rather than a separate unique-drop roll.
Its goblin history is intact, right down to the final complaint. The badge was polished until its issuing authority wore off. The wearer says this gives him wider jurisdiction. "Me enforce whatever still shiny." – City Goblin

The Enforcement Cap entry has a 100% table-entry chance and is available on all difficulties. Each player receives exactly one item from the class-loot table, selected by class; this does not mean every player receives Enforcement Cap.
Class Loot
Enforcement Cap is class loot. It has no fixed stats: its enchantments are rolled every time it drops, so no two copies are exactly alike, and harder difficulties allow higher enchantment levels. When a mob drops class loot, each player who wins the drop roll gets one item from that mob’s class loot pool, weighted toward their class.
Is It Worth It?
Enforcement Cap gives you a diamond helmet option in the city loot pool. Choose it for that equipment slot and compare the actual enchantments on the item you receive; the table-entry percentage is not a guaranteed individual drop.
The Goblin Kingdom offers Easy, Medium, and Hard difficulties. Hard is the highest of these three settings to pursue when looking for stronger difficulty-scaled class-loot enchantments.
Is It Worth It
Because class loot is rolled on every drop, Enforcement Cap is only as good as the enchantments your copy gets. Harder difficulties allow higher enchantment levels, so compare each drop with what you already have.
